About the job

Team Leader of RISK ORM GM Portugal reports hierarchically to the Head of RISK ORM CIB Lisbon and functionally to the Head of RISK ORM GM EMEA. Her/his perimeter includes all the processes, which are performed in Lisbon pertaining to GM activities.

RISK ORM CIB mandate is to challenge and supervise the Operational Risk & Permanent Control framework of GM activities as described in level 2 procedure ?Organizational framework and governance for Operational Risk Management & Permanent Control Framework?.

She/He also ensures that RISK ORM GM Lisbon contributes actively to all aspects of the permanent Control Framework for Global Markets activities, in particular

• On Front To Back issues in coordination with Independent Testing team in Lisbon


• To the global ORM GM forums, namely: Independent Testing, Governance, Permanent Control, ICT & 3rd Party and any other needed.

Your Main Activities Are

• Steer a team up to 10 FTEs


• Ensure that RISK ORM GM contributes to initiatives (e.g. projects)

• In charge of OR&PC management framework for GM activities at Portugal Location level:

Normative framework

• If needed, propose adaptation of CIB RISK ORM methodologies and procedures to Lisbon (on historical incidents, potential incidents, controls, recommendations, reporting...) and ensure their consistent application

Identification and assessment of risks and controls

• Participate to the decision making process, such as:
  
  • Voting on OR&PC matters in the new activity / product / large project / outsourcing validation process
  
  
• Ensure risk assessments are consistent with CIB risk appetite


• Assist in the performance of the local RISK PROFILE


• Roll out the Risk Identification & assessment framework (RCSA)


• Independent Check & Challenge and sign-off on the RCSA produced by local entities or by exception, independent assessment


• Assist and advise the Metier on the extension of the OR&PC framework, and ensure its compliance with Group & CIB guidelines

Historical incidents(HIs)

• Produce reports and dashboards on historical incidents and share them with the OPCs (with focus on data collection exhaustiveness)


• Perform the quality review of historical incidents Input in HI360


• Challenge significant incidents description and remediation plans


• Challenge lookback analysis on any significant incidents


• Perform 2nd level control on the reconciliation between HI360 & Accounting

Independent testing

• Perform Independent Testing according to the plan of the year and deliver opinion and action plans, when needed, to enhance the control framework


• Propose new testings on Lisbon perimeter according to the risks detected during RCSA or otherwise


• Supervise along with the Head of RISK ORM GM EMEA the quality and the timely delivery of the testing delivered by the Independent testing team in Lisbon

Recommendations

• Produce reports and dashboards on recommendations status


• Challenge the 1st LoD on remediation of outstanding recommendations

Governance and reporting

• Ensure the correct implementation arid application of Group & CIB governance (e.g. in terms of ICC and OR&PC related committees, etc....)


• Manage and coordinate (preparation, organization and minutes writing):
  
  • ICCs in collaboration with other 2 Level control functions
  
  
  • Dedicated Committees on Fraud, Third-Party and ICT risks, in case such Committees are implemented
  
  
• Challenge & consolidate data, and produce reporting at Local level


• Ensure that the RISK ORM GM Lisbon to contributes to the GM reports (weekly report and others)

Awareness and training

• Promote awareness of OR&PC across CIB teams


• Contribute to train 1st line of defense (LoD) with specific focus on new corners on RISK ORC methodology & RISK ORC Tools


• Keep informed of the Métier's organization, strategy and evolutions

Others

• Contribute to generic responses for the clients & prospects requests


• Challenge 3rd party risk management activities & the control framework developed locally


• Independent testing of 2nd level Controls within the scope of RISK & 3rd Party risks

About the Team

• Located in the RISK Function of BNP Paribas, the role of the Team Leader of RISK ORM Global Markets Portugal is to ensure that the components of the Operational Risk Management (ORM) Framework are implemented and effective in CIB Lisbon.


• To achieve this objective he/she acts as second line of defense and works closely with CIB RISK ORM CIB Community in general, with RISK ORM GM Paris and London in particular and with CIB Portugal managers on the other side. He/she is steering the local RISK ORM GM team & staff.
