A call is now open to award a Post-doctoral Research Grant (BIPD) to develop research activities within the project InfraCrit (Project ID: POCI-01-0247-FEDER-039555) ? ?Desenvolvimento de um sistema de previsão e gestão de infraestruturas?, financed by FEDER through Operational Competitiveness and Internationalization Program (POCI).

A call is now open to award a Post-doctoral Research Grant (BIPD) to develop research activities within the project InfraCrit (Project ID: POCI-01-0247-FEDER-039555) ? ?Desenvolvimento de um sistema de previsão e gestão de infraestruturas?, financed by FEDER through Operational Competitiveness and Internationalization Program (POCI).

Admission requirements: PhD Degree in Civil Engineering or related areas, which cumulatively fulfill the following requirements:

• Doctorate Degree obtained in the 3 years before the date of submission of application for this grant; ***;
• Have carried out research work that led to the award of the doctorate in an entity other than the host unit (ISISE) **;
• The grant fellow does not exceed, with the conclusion of the grant contract in question, including possible renewals, an accumulated period of three years in this type of grant, consecutive or interpolated.

Candidates who do not cumulatively meet the requirements described will be excluded.

Other requirements:

• Special relevance will be given to the candidates with competences in the domain of prediction and correlation models for infrastructures and risk assessment, in modelling (BIM, GIS) and hydraulic modelling;


• Fluent in written and spoken English;
• Scientific publications relevant to the field of structural and infrastructure, risk, within the last three years;
• User knowledge of software Word, Excel and PowerPoint from Microsoft Office, Autocad from Autodesk, GIS and programming software such as Matlab from MathWorks and OpenSees.

** Different R&D Units are included, even if they are based in the same Organic Unit (UOEI) of UMinho (nº 4 e 5 do artigo 7º do Regulamento de Bolsas de Investigação da FCT I.P em vigor)

• If the academic degree has been awarded by a foreign higher education institution, it should obey the Decree-Law 66/2018, of 16 August and Ordinance n.º 33/2019, of 25 January.
  

  Documents proving the ownership of academic degrees and diplomas, or the respective recognition when they have been awarded by foreign higher education institutions, can be dispensed in the application phase, being replaced by the candidate’s declaration of honor, occurring the verification of this condition only in contracting phase of the scholarship. This declaration must attest facts occurred in date prior to the application. In situations of divergence between the information contained in the declaration and the documentation delivered for the purpose of contracting the scholarship, only the information contained in the latter will be considered. If it is found that the documents proving the ownership of the academic degree and diploma, or the respective recognition under the terms of Decree-Law No. 66/2018, of 16 August, do not correspond to the classifications attributed in the evaluation of the academic path and may, consequently, changing the candidate’s ranking, the scholarship will be not contracted.

  
  

  
  Note: Candidates with foreigner academic degrees must submit a recognition of their academic degree in Portugal with a convergence of the final grade to the Portuguese scale, or a declaration of honor (described in the previous point). To the candidates that do not provide these documents, the selection committee will assign a grade of 0 (zero) to the sub-criterion a).

  
  

  
  Eligibility of candidates: Applicants must meet the eligibility conditions provided for in Article 9 of the FCT I.P Research Fellowship Regulation (2019).

  
  

  
  

  
  Work Plan: Based on the selection of critical infrastructures and gathering of a database, it is planned to validate different prediction models implemented in a GIS system. The validation will be done in two real case studies. The work plan is divided into two main tasks:

• Implementation and validation of critical infrastructure risk prediction models concerning to extreme event simulation on a GIS environment;

• Preparation of technical and scientific reports.

Applicable legislation and regulation: Research Scholarship Statute, approved by Law nº 40/2004 of August 18, in the current wording published by Decree-Law nº 123/2019 of August 28; Regulation of Research Grants of the Foundation for Science and Technology, I.P. – in force.

Work Place e Scientific Supervision: The research work will be developed at the School of Engineering of University of Minho (ISISE ?Institute for Sustainability and Innovation in Structural Engineering), under the scientific supervision of Professor José António Silva Carvalho Campos e Matos.

Grant Duration: The grant will have a duration of 10 months, with a predicted beginning in May 2021.

Amount of the monthly maintenance allowance: The value of the grant corresponds to ?1646,00, according to the pay scale for the grants funded directly by FCT, I.P. in Portugal (Anexo I ? Tabela de subsídios mensais de manutenção do Regulamento de Bolsas de Investigação da FCT I.P). Other benefits: Reimbursement of Voluntary Social Security, corresponding to the 1st Level of the contributory tax base (for scholarships lasting 6 months or more) and Personal Accident Insurance.

Selection Jury Composition:

President: José António Silva Carvalho Campos e Matos.

Effective members: Jorge Branco, Assistant Professor, and Daniel Oliveira, Associate Professor, both from the Department of Civil Engineering of University of Minho.

Substitute members: Paulo Lourenço, Full Professor, and Graça Vasconcelos, Associate Professor, both from the Department of Civil Engineering of University of Minho.

Selection Criteria: The selection methods will be the following:

Candidate´s Merit ? MC (100%):

a) PhD in Civil Engineering (score 100% in this parameter) or related areas (score of 75% in this parameter) – (20%);

b) Competence in the required fields – (50%);

c) Scientific publications – (20%).

d) The motivation letter must be written in English, have a maximum of 250 words and should include (i) candidate motivation, (ii) prior experience, (iii) the candidate?s expectations concerning to the work to carry out (iv) the candidate?s expectations for his/her professional future – (10%)

Dissemination of results: The evaluation results, based on minutes, will be sent to candidates by e-mail, within 90 working days after the deadline for submission of applications.

If the result is unfavorable for the applicant, he(she) has a period of 10 working days to comment, if he(she) wish, in the context of a prior hearing with interested parties, under the terms of article 121 and 122 of the Administrative Procedure Code (DL nº 4 / 2015 of January 7).

Complaint and appeal procedures: The final results of the evaluation will be published through an ordered list (alphabetically, according to the final grade obtained), posted in a visible and public place of the hosting institution, as well as by e-mail to all applicants, attaching, for this purpose, the minutes with the deliberations of the jury.

The selected applicant must indicate, in writing, the intention to accept the grant. In case of non acceptance, the grant will be awarded to the candidate in order of final ranking.

The final decision can be contested, having 15 working days for this purpose, by sending to the President of the jury the corresponding claim. Interested parties may also submit an optional hierarchical appeal, addressed to Mr. Pro-Rector for Research and Projects, Professor Doctor Filipe Vaz.

The call is open from 22/03/2021 to 05/04/2021.

• Copy of published papers or accepted for publication in international journals indexed in Web of Science or Scopus (maximum of 5 papers);

• Certificates of graduation degrees or declaration of Honor;

• Other documents that the candidate considers relevant to the analysis of its candidature.
